Huang Daifang: Promoting Solar PV Building Integration

“Our country has abundant solar energy resources, and the scale of the solar energy industry ranks in the forefront of the world for many years. Compared with countries with more mature solar energy application markets such as Germany and the United States, China’s solar energy application market is lagging behind. He believes that as one of the important application forms of the solar energy application market, the advantages and significance of building integrated solar applications (BIPV/BAPV) cannot be questioned.

Huang Daifang believes that: "Now there is a misunderstanding in solar photovoltaic applications, and we think it must be built in the western and rural areas. In fact, the roof of every building in the city is the best place for solar energy applications." According to the Huang Daifang Committee, developed countries in Europe and America, 70% of solar photovoltaic products are placed on the roof of the city, solar power is directly applied in the building, and the surplus can be transmitted to the public power grid. Most of our country is used in the west and even in the desert, which will increase the loss of transmission network.

Huang Daifang believes that through buildings, mainly roofs and walls are integrated with photovoltaic power generation, so that buildings themselves use green, environmentally friendly solar energy resources to produce electricity. This approach has important social and economic implications. The use of photovoltaic technology on behalf of solar energy applications on green buildings represents, to some extent, the most advanced energy use methods in the world, and will directly affect the direction of future energy use in China.

In promoting solar energy applications, Huang Daifangfang believes that the first is to formulate mandatory grid-connected technical requirements and implementing regulations to solve the problem of grid-connected solar power generation projects. Second is to formulate relevant national standards and norms, specify industry entry qualifications, and establish project supervision. The inspection mechanism ensures the quality of solar power generation projects. Third, it strengthens the support and guidance of financial and taxation policies, improves the market investment environment, resolves the difficulties in financing solar projects, and promotes the rapid development of the domestic solar power application market.

Since the on-grid tariffs and payment methods have not yet been clarified, there is no reliable guarantee for the recovery of project investment. Huang Defang committee proposed to promote the introduction of the on-grid tariff policy as soon as possible, and specify the payment method of electricity charges to ensure the effectiveness of investment recovery and increase market investment enthusiasm.

As there is no clear guidance on the country's profit and taxation policies for solar power plant projects, power plant construction projects have no preferential taxation policies in the course of property rights change such as electricity fee collection, transaction, and transfer, which is not conducive to raising profits and attracting social resources to participate in the issue. Solar energy power generation application projects are included in the taxation preferential policies for contract energy management projects. At this stage, owners’ corporate tax revenues can be appropriately reduced, profits can be increased, and their market enthusiasm for participation can be further enhanced.
