The State Strengthens the Safety Supervision of Large-scale Amusement Facilities

Recently, the General Administration of Quality Supervision, Inspection and Quarantine issued the Regulations on the Supervision of Large-scale Amusement Arrangements, which will be implemented on January 1 of next year.

This stipulation clarifies that a large amusement facility's manufacturing, installation, transformation, and repairing unit must obtain permission according to law to engage in appropriate activities and be responsible for the quality of its manufacture, installation, transformation, and repair. The operation and use units of large amusement facilities are responsible for the safety of large-scale amusement facilities used. Encourage the implementation of the liability insurance system for large-scale amusement facilities and improve the emergency response and compensation ability of accidents.

In respect of the use of large-scale amusement facilities, the provisions are clear. The operating and use unit should submit an application for the first periodic inspection to the special equipment inspection agency within one year after the completion of the supervision and inspection of the installation of large-scale amusement facilities; one month prior to the expiration of the periodic inspection period for large-scale amusement facilities. The operating and use unit shall submit regular inspection requirements to the special equipment inspection agency. Special equipment inspection agencies shall carry out regular inspections in accordance with the requirements of safety technical specifications.

At the same time, the operating and use units should carry out pre-operational inspections, daily inspections and maintenance, periodic safety inspections, and faithfully record the equipment. Before a national legal holiday or holding a large-scale mass event, the operating and use unit shall conduct a comprehensive inspection and maintenance of large-scale amusement facilities, and strengthen daily inspections and safety on duty.

The regulations state that operational units should formulate emergency plans, and that each unit (set) of large-scale amusement facilities should also formulate a special emergency plan, and organize at least one emergency rescue drill each year for each large-scale recreation facility.

The regulations provide that, for large amusement facilities that are worth repairing and renovating beyond the design service life of the complete machine, the operating and employing units shall pass inspections or safety assessments in accordance with the requirements of the safety technical specifications, and handle changes in the use registration certificates. The operating units shall strengthen the use and management of large-scale amusement facilities that are allowed to continue to be used, adopt measures such as strengthening inspection, testing, maintenance and other measures, increase the frequency of comprehensive self-inspection, and ensure the safety of use. If the major components of a large amusement facility exceed the design service life limit, they shall be replaced in a timely manner.

In terms of legal responsibility, it is stipulated that the large-scale amusement facility operating and using unit violates the regulations, unauthorized use of large-scale amusement facilities that have not been inspected and qualified, or that no safety management personnel are on duty during the operation of the equipment, or that the requirements for the design use period are not promptly replaced. In the event of a stress component, a warning shall be given and a fine of 10,000 yuan up to 30,000 yuan shall be imposed.
