Prior to 2012, Germany only monitored and managed photovoltaic power generation projects of 100 kilowatts and above. According to the "Renewable Energy Law 2012", projects less than 100 kW that were commissioned after January 1, 2012 are also included in the scope of monitoring. For photovoltaic generator sets of different installed capacity, differentiated operational management requirements are used. The transition period of the distributed photovoltaic power generation project has been put into production, and the measurement and monitoring devices will be installed in a limited time, and the cost will be borne by the project owner. The conditions for the power grid companies to control their output have also been clearly defined.
The grid-connected distributed photovoltaic power generation implements strict mandatory testing and certification, and traces the projects that have been put into production. In 2011, Germany updated BDEW medium pressure certification standards and VDE4105 certification standards. Compared with the previous version, the new standard is more stringent. Various technical indicators include island protection, short-circuit current, and abnormal response characteristics, all of which are stipulated in detail. At the same time, it is mandatory that the inverter used in photovoltaic power generation must meet the certification standards. For projects that have been put into production but do not meet the new certification requirements, the rectification shall be carried out within a certain period of time. Otherwise, the grid connection will be stopped.
Economically, it actively supports the reconstruction of distribution networks. In order to meet the development target of 52 million kilowatts for photovoltaic power generation by 2020, Germany will need to build new distribution lines from 195,000 to 380,000 kilometers and invest approximately 13 to 27 billion euros. In order to ease the funding pressure of power grid companies, Germany stipulates that the renewable energy fund should bear half of the cost of power grid construction and reconstruction, and at the same time require the power generation project owners to cooperate with the power grid transformation, otherwise they will not be able to receive follow-up tariff subsidies.
