The Third Session of the Sixth National Abrasives Standardization Technical Committee was held in Wuhan, Hubei Province from October 13 to 17, 2015.

Chairman Liu Mingyao first expressed his gratitude to the members and participants for their serious duties and active participation in the meeting, and then announced the main agenda of the meeting. Liu Yibo, deputy director of the 6th National Abrasives Standardization Technical Committee, presided over the document of the State Council on issuing the "Deepening Standardization Work Reform Plan" (Guo Fa [2015] No. 13). The "Deepening Standardization Work Reform Plan" includes four aspects: First, the necessity and urgency of reform. The second is the overall requirement of the reform: the overall goal is to establish a new standard system that is coordinated by the government-developed standards and the standards independently developed by the market, and to coordinate and standardize the new standard system, and to improve the standardized management system of unified coordination, efficient operation, and government and market governance. The standardization work pattern of government guidance, market-driven, social participation, and coordinated promotion effectively supports the construction of a unified market system, making the standard a “hard constraint” on quality and promoting the Chinese economy to the mid-to-high end level. The third is the reform measures: (1) establishing an efficient and authoritative standardization and coordination mechanism; (2) integrating and streamlining mandatory standards; (3) optimizing and perfecting the recommended standards; (4) cultivating development group standards; and (5) releasing the invigorating enterprises. "Implementation of the "Deepening Standardization Work Reform Plan" Action Plan (2015-2016)" includes fourteen action plans: First, carry out mandatory standard clean-up evaluation; Second, carry out review and revision of recommended standards; Recommended standard revision and revision procedures; 4. Piloting group standards; 5. Piloting self-declaration and supervision system for enterprise product and service standards; 6. Strengthening standards implementation and supervision; 7. Improving standardization technical committee management; Internationalization level; 9. Promote Chinese standards to “go global”; 10. Strengthen information construction; 11. Increase publicity efforts; 12. Strengthen standardization work funding guarantee; Establish a standardized coordination and coordination mechanism of the State Council.
At the conference, the Secretary-General of the 6th National Abrasives Standardization Technical Committee Bao Hua, on behalf of the Secretariat of the Standardization Committee, made a report on the work of the National Abrasives Standardization Technical Committee in 2015 and the work plan of the 2016 National Abrasives Standardization Technical Committee. It also made a report on the financial revenue and expenditure of the National Abrasives Standardization Technical Committee in 2015. The participants were reviewed. Chairman Liu Mingyao made a concluding speech at the meeting. He once again emphasized the importance of the two documents "Deepening the Standardization Work Reform Plan" and "Implementing the Action Plan for Deepening the Standardization Work Reform Plan (2015-2016)", and asked all members to seriously study and profoundly understand the spirit of the document, and The spirit of the document put forward opinions and suggestions for the future work of the Standards Committee: (1) Recognize the current situation of standardization work and the necessity of reform of standardization work. The standard committee should clarify the work ideas, study new working methods, and deploy and organize work according to the new work requirements. (2) Correctly handle the relationship between the work of the Standardization Committee and the standard work of the group. According to the reform plan of the standardization work, the division of labor between the two jobs is different. The Standardization Committee has its own job responsibilities, and the reform of the standardization work has improved the requirements and difficulty of the work of the Standardization Committee, and the workload has not been alleviated. Therefore, in accordance with the requirements of the reform program, the management procedures should be optimized, the standard project evaluation should be strengthened, and the quality of national standards and industry standards should be improved from the source. (3) The Secretariat should strengthen learning, improve its business capabilities, and adapt to new requirements. (4) Actively pay attention to and support the pilot work of group standards. Members of the Standards Committee can participate in group standardization activities, develop work ideas, better understand the needs of industry enterprises, and promote the improvement of their work and the improvement of work quality; each branch should strengthen communication with counterpart associations and play the talents of the standard committee. Advantages, support and help for the association to carry out group standard pilot work. Chairman Liu Mingyao also made recommendations on the work report made by the Secretariat: (1) Arrangements for the progress of work in the 2016 work plan, especially the planning of the draft standard seminar, to clarify the time node requirements and ensure the overall schedule. (2) To summarize the reasons for the standard projects that failed to pass the project evaluation in 2015, actively improve, improve the quality of work, and reduce unnecessary waste in human, financial and material aspects. (3) Paying close attention to the construction of the national standard information platform. Understand the requirements of each interface. (4) Training the members and relevant enterprise personnel in the establishment and review procedures and requirements in accordance with the new management requirements. Strictly control the quality of the project and the standard approval draft. (5) Strengthen the management of the members of the Standardization Committee to improve and improve the quality of work.
At this meeting, the technical committees of the Standardization Committee completed the following aspects according to the agenda: (1) reviewing the standard for review; (2) reviewing the current standards issued in 2006-2008; (3) Discussion of new projects; (4) Discussion of the 2016 work plan. The meeting reviewed and approved four national standards for review, namely, "Ordinary Abrasive Code", "Consolidation Abrasives Technical Conditions", "Superhard Abrasive Impact Toughness Determination Method", and "Super Hard Abrasive Particle Size Inspection"; The review passed three mechanical industry standards for review, namely, "Consolidated Abrasive Fiber Reinforced Resin Cutting Wheel", "Consolidated Abrasive Grinding Wheel", and "Superhard Abrasive Metal Processing Polycrystalline Cubic Nitrogen Boronization; the review of 62 current national standards and industry standards issued from 2006 to 2008 respectively formed a review opinion, of which 40 standard review opinions such as "Ordinary Abrasive Brown Corundum" continue to be effective, "Ordinary Abrasive White Corundum" The 18 standard review opinions were revised, and the four industry standard review opinions such as “Measurement of bulk density of ordinary abrasive coarse abrasive grains” were abolished; new standard items such as “super-hard abrasive products nano-diamond extreme pressure anti-wear agent” were added. It is recommended that the corresponding work be carried out in accordance with the “Implementation Rules for the Implementation of the Project Recommendations for the Standardization and Revision of the National Abrasives Standardization Technical Committee (Trial)”.
The meeting completed the scheduled agenda and achieved a complete success.
