18 photovoltaic demonstration zones

For example, the subsidies in Hefei and Jiangsu are based on state subsidies, and an additional subsidy of 0.25 yuan/kWh.
Taking the construction of 35MW in Shandong Tai'an High-tech Zone in 2013 as an example, the total investment is 2.8-350 million yuan, and the designed annual power generation is 41.41 million kWh. The demonstration zone can receive a national electricity price subsidy of about 41 million yuan per year. According to the tentative 20-year subsidy period of the National Energy Administration, a total subsidy of about 8.2 billion yuan can be obtained.
Financing problems to be solved
Ding Wenlei believes that more demonstration areas will be released in the future, but the problem lies in the amount of financing and local subsidies. The former decides whether the project owner can start work within the year, and the latter decides that the project has more value.
For example, the Haidian Park in Zhongguancun, the largest project in the project, has a single-unit scale of 178 MW. In 2013, the scale of construction was 88 MW, and both figures were the largest in 18 demonstration areas. In comparison, in 2009 China's first photovoltaic concession bidding project - Dunhuang photovoltaic power station is only 10MW.
According to the data, the project owner is Beijing Yuanfang Power Renewable Energy Technology Development Co., Ltd. The project construction content is: 53.3MW of Yongfeng High-tech Industrial Base, 25MW of Zhongguancun Software Park, 4.4MW of Tsinghua Science Park and 4.9MW of Zhongguancun Science Park. More than 90% of the power is used for personal use.
Han Qiming, senior analyst of SOLARBUZZ New Energy, told the reporter that according to the current EPC (construction general contracting) price, the cost of photovoltaic system is about 8 yuan / watt. "If the cost of transforming the roof is involved, the system installation cost will increase to 9 yuan -10 Yuan / watt."
Calculated at 8 yuan / watt, Zhongguancun Haidian Park 88MW needs to invest 704 million yuan. Among them, the owner must solve at least 30% of the capital, that is, 200 million yuan.
Ding Wenlei said that due to the high investment in the project, the company hopes that the bank can solve the funding problem. However, the current financial enterprises tightened the photovoltaic credit, which made the development of photovoltaic power plants face the difficult ceiling of financing; on the other hand, whether local subsidies can be implemented in time is also a big question mark falling in the development enterprises.
In fact, financing difficulties not only plagued the first batch of distributed photovoltaic demonstration zones, but also a roadblock for the development of various distributed projects in the future.
“This year China’s distributed accounted for 47%, far lower than the European ratio, but will exceed 60% next year. This is a trend.†Wang Haisheng said.
However, Tan Zaixing, director of the New Energy Review Division of the China Development Bank, said on August 16 that the National Energy Administration and the National Development Bank intend to jointly issue a document to support distributed photovoltaic power generation financial services. It is expected that the policy will be released in early September.
